If this is happening, then you may notice missing, non-existent and/or incorrect entries.
Synchronizing your Outlook (cached) address book with the Global Address book may fix these discrepancies.
If you have a Microsoft Exchange account, the default address book is usually your Global Address List.
For IMAP, POP3, and other types of email accounts, it is usually an Outlook Address Book.
I recommend using Categories, not Contact folders, to sort contacts.
Use Custom views, Group by Category view, and Instant Search to find contacts. If you want the new folder to be at the same level as the Inbox, Calendar, Contacts, Outbox, etc, select the top of your data file or mailbox.
In general, Outlook will automatically update the Offline Address Book (OAB) for Exchange accounts once every 24 hours.
When it didn’t or when you want to make sure you do have the latest OAB available, you could manually trigger an update from within Outlook as well.
